Senator Tim Kelly moved and asked unanimous consent that the                   
reconsideration on CS FOR SENATE BILL NO. 310(FIN) An Act                      
providing for and relating to the issuance of general obligation bonds         
for the purpose of paying the state cost of school and University of           
Alaska capital projects; and providing for an effective date be taken          
up at this time. Senator Ellis objected.
